Standards Development Process and Participation

IEEE 1680 Family of Standards for the Environmental Assessment of Electronic Products
EPEAT ratings are product assessments against lifecycle environmental performance criteria. These criteria are developed
through stakeholder consensus and are contained in the IEEE 1680 Family of Standards for Environmental Assessment of
Electronic Products. The current computer Standard is IEEE 1680 Standard for Personal Computer Products.
This Standard is being revised as noted below.

Participation in Standards Development
|

The standard development process is open to all stakeholders. For the credibility and effectiveness of EPEAT,
participation by representatives of the environmental community, manufacturers, private and public purchasers, resellers,
recyclers and other interested parties is essential.

Options for Stakeholder Participation:

Working Groups: Open to anyone to develop Standards; involves a substantial workload
- Balance assured of different interest groups
- Draft approved by a 75% approval vote with majority of members participating

Balloting Groups - Open to IEEE members to suggest changes and vote on draft Standards; much lesser workload.
- Formed after draft Standard completed
- Balance assured of different interest groups
- Final standard approved by 75% vote with 75% of members participating

Standards Development Processes Currently Underway
|
|
Creating a Family of Standards from a Single Standard: The IEEE 1680 Standard is being divided into two parts: an umbrella standard containing the “rules of the game” for operation of EPEAT, and a new 1680.1 Standard including the environmental criteria for computers and displays.
Imaging Equipment: An IEEE workgroup is currently developing an IEEE 1680.2 Standard to cover imaging equipment.
Televisions: An IEEE workgroup is currently developing an IEEE 1680.3 Standard to cover televisions.
Additional Product Standards: Additional IEEE Workgroups, not yet convened, will develop Standards addressing servers, mobile devices and other products.
Update of Existing Computer Products Standard: The current computer Standard will be updated, beginning in 2009, to raise the bar and reward additional innovation in environmental design.

Management of Standards Development

Process Management: New standard development is facilitated by the University of Tennessee’s Center for Clean Products (UT), through a US EPA cooperative agreement. Dillon Environmental Associates and the Zero Waste Alliance, UT team members, serve as process managers for the standards development workgroups.
Environmental Assessment Standards Committee (EASC): Initiation of standard development and update processes are managed by the EASC, which is the sponsor of the IEEE 1680 Family of Standards.
Standards Development Roadmap The products to be added to EPEAT, and their priority, were developed through a stakeholder process managed by the Zero Waste Alliance under a grant from US EPA. (More at http://www.zerowaste.org/epeat/roadmap.htm )
